Deputy Managing Director of the OAL Viviendas Municipales de Bilbao (Bilbao Municipal Housing)

He holds a degree in Law and has enjoyed a professional career as a Lawyer and HR and Quality Consultant. Since 2004, via competitive examination, he became Deputy Operational and Legal Director of OAL Viviendas Municipales de Bilbao, and acting Deputy managing Director. Previously having served as Secretary of the Board of Directors. Currently, also Secretary of the Spanish Association of Public Housing and Land Managers (AVS).

Academically, he lecturers in the Master’s Degree in Public Housing and Land Management, in the Menéndez Pelayo International University in Granada; and on the AVS (Spanish Association of Public Housing and Land Managers) course “Social Management of Public Housing Stock”. As well as having given different presentations linked to the administration of public housing from the legal, social, and economic quantification standpoint, regarding the social benefit derived from the social housing sector.

Author of the Guía Práctica de Arrendamientos Urbanos (Practical Guide on Urban Rentals) published by Bilbao City Council; and co-author of the Diagnóstico 2012 de la Gestión de Vivienda Pública en Alquiler (2012 analysis of the public housing stock for rent).
