PHD Prof. Sergio Nasarre Aznar (Tarragona, 1974), is Professor of Civil Law at the Rovira i Virgili University, European PHD in Law and holds a Master’s in Real Estate Economics from the University of Cambridge. For 15 years he was a substitute judge at the Provincial Court of Tarragona (2004-2018). Founder and first director of the URV UNESCO Chair in Housing (2013-2021), he is a member of the Royal Academy of Jurisprudence and Legislation since 2008. He was awarded the ICREA Award for Excellence in Research 2016-2020.
Consultant to several international organisations, such as the European Commission, the FAO or Amnesty International. Between 2018 and 2020 he advised the German Ministry of the Interior, Civil Works and the Community in the implementation of housing policies in Europe during its European Presidency in 2020. Additionally, during 2020 and 2021, he advised on the foresight project “Spain 2050” Spanish Government Presidency initiative. He is the author of five books on housing, the mortgage market and tort law, the latest being “Los años de la crisis de la vivienda” (2020) and “La gran apuesta” (2021).
He has coordinated ten more books, and authored 110 scientific papers in 12 countries, and given over 250 lectures in 24 countries. He has also participated in the development of five housing-related standards. He was lead researcher or participated in 50 competitive research projects, leading 17 of them, including European Commission and European Parliament projects on tenancies, evictions and homelessness, transnational property acquisition, mortgage consumers and the collaborative economy.
